Commercial Gas Service
AVAILABILITY
Available for any customer using the Company’s standard service for commercial gas, within the territory served by Company under this schedule. Service under this rate shall be for a single premise only and shall be measured through one meter unless, at the option of the Company, more than one meter is considered necessary, in which case the readings of such meters will be combined for billing purposes.

TERMS OF PAYMENT

The customer charge each month.
If service is discontinued, service will not be restored within a twelve month period to the same customer at the same location under this Schedule unless the customer pays the minimum bills which would have been payable if service had not been discontinued.
Industrial Gas Service
AVAILABILITY
Available for any customer, within the territory served by Company, whose annual consumption exceeds 25,000 therms.
NET RATE PER MONTH

for customers who received less than 4,000,000 therms in the prior
year, or $637.50 for customers who received 4,000,000 therms or more in
the prior year.

AVAILABILITY
Available for any customer, either urban or rural, for Company’s standard service for residential purposes. Where a residence and a business are combined in one premise, the service shall be treated as commercial, and will not be furnished under this rate.

Rider T
Transportation of Customer-Owned Gas Applicable to Commercial and Industrial Gas Rate
AVAILABILITY
Available
for any nonresidential Customer that enters into an agreement with the
Company to transport Customer-Owned Gas utilizing the Company's gas
distribution system and interstate pipeline transport capability.
APPLICABILITY
This
rider shall be applicable to gas purchased by Customer from a third
party when such gas is delivered to Company for transport to Customer's
premises for ultimate consumption by Customer.
NET RATE PER MONTH (Basic FIRM TRANSPORTATION SERVICE)
Administrative Charge:
$20.00 per month per metering point
System Charges: The monthly Customer Charge and Commodity Charge (for the quality of
gas transported) of the applicable rate included in Ill. C.C. Schedule
6 under which customer takes service.
Facilities Charge: $75.00 per month per meter, applicable to FIRM TRANSPORTATION SERVICE (no standby) and PARTIAL STANDBY SERVICE.
FULL STANDBY SERVICE
All charges listed under NET RATE PER MONTH, plus:
StandBy Reservation Charge: The product of the quantity of gas
transported each month and the Non-Commodity Gas Charge component of
the monthly Purchased Gas Adjustment Clause (PGA)
The
monthly Commodity Gas Charge for any therms of Company supplied gas
consumed during a billing period. Any Customer choosing FULL STANDBY
SERVICE will receive FIRM TRANSPORTATION SERVICE as well as the
obligation of Company to "stand by" with gas supply in the event of an
interruption of the supply of Customer-Owned Gas.
PARTIAL STANDBY SERVICE
All charges listed under NET RATE PER MONTH plus:
Standby
Reservation Charge: The product of the Designated Daily Standby
Quantity and the Non-Commodity Demand Charge multiplied by the number
of days in the billing period, and
The monthly Commodity Gas Charge for any therms of Company supplied gas consumed during a billing period.
Any
Customer choosing PARTIAL STANDBY SERVICE will receive FIRM
TRANSPORTATION SERVICE as well as the obligation of Company to "stand
by" with gas supply, in an amount equal to Customer's Designated Daily
Standby Quantity, in the event of an interruption of the supply of
Customer-Owned Gas.
For PARTIAL STANDBY SERVICE CUSTOMERS, the Non-Commodity Demand Charge (NCDC) shall be calculated as follows:
NCDC
= NCGC X LF where NCGC is equal to the Company's Non-Commodity Gas
Charge and LF is equal to the Company's annual system load factor,
expressed in decimal form.
TERMS AND CONDITIONS
Service
thereunder is subject to the general "Rules, Regulations and Conditions
of Service" included in Ill. C. C. Schedule 8, as well as the following
additional Terms and Conditions. The Company will install a remote
monitoring device at each meter location for Customers choosing FIRM
TRANSPORTATION SERVICE (no standby) or PARTIAL STANDBY SERVICE. For
each device required, the Customer shall provide access at a suitable
location agreed to by Company and Customer, a commercial telephone line
or cellular telephone account and 120 volt AC electric power to
facilitate interrogation for purposes of billing and system monitoring.
Prior
to September 1 of each year, Customer shall enter into a Transportation
Agreement with Company which will indicate the type of Transportation
Service (FIRM TRANSPORTATION SERVICE only, FULL STANDBY SERVICE, or
PARTIAL STANDBY SERVICE) under which Customer will be served for a
Contract Period extending from November of that year through October of
the following year. Any Customer choosing PARTIAL STANDBY SERVICE shall
specify, in its Transportation Agreement with Company, the Designated
Daily Standby Quantity, which shall serve as the maximum quantity of
Company supplied gas for which Company will he obligated to stand by in
the event of an interruption of the supply of Customer-Owned Gas.
Any
Customer desiring only FIRM TRANSPORTATION SERVICE or contracting for
PARTIAL STANDBY SERVICE will receive delivery of Customer-Owned Gas on
the same basis and level of firmness as gas delivered by Company for
consumption by end-users and FULL STANDBY SERVICE Customers. At such
time as Customer Owned Gas supply has been scheduled but not delivered,
Customer will be notified by Company that Customer must either curtail
gas usage in excess of Company's obligation to stand by, if requested,
arrange for other gas supply, or incur a penalty for the unauthorized
use of Company Supplied Gas.
A
Critical Day shall be a day which may be declared by the Company
whenever any of the following five conditions occurs or is anticipated
to occur: (a) when the Company experiences failure of transmission,
distribution, gas storage or gas manufacturing facilities; (b) when
transmission system pressures or other unusual conditions jeopardize
the operation of the Company's system; (c) when the Company's
transmission, storage, and supply resources are being used at or near
their maximum rated deliverability; (d) when any of the Company's
transporters or suppliers call the equivalent of a Critical Day; or (e)
when the Company is unable to fulfill its firm contractual obligations
or otherwise when necessary to maintain the overall operational
integrity of all or a portion of the Company's system.
During
any period of unauthorized use which occurs on a Non-Critical Day,
Customer will pay a penalty of $0.10 per therm, plus the monthly
Purchased Gas Adjustment.
During
any period of unauthorized use which occurs on a Critical Day, Customer
will pay a penalty of $6.00 per therm, plus the monthly Purchased Gas
Adjustment. Any revenue received from the assessment of penalties shall
serve as a credit to the monthly Purchased Gas Adjustment.
At
any time Company anticipates the occurrence of a Critical Day, Company
will notify PARTIAL STANDBY SERVICE Customers by telephone of by FAX as
much in advance as possible, but in no event later than the day prior
to which the Critical Day is expected to occur.
Subsequent
to November 1 of each year, a Customer with only FIRM TRANSPORTATION
SERVICE or PARTIAL STANDBY SERVICE may request to move to FILL STANDBY
SERVICE by agreeing to pay the Non-Commodity Gas Charge component of
the PGA for the period elapsed since the beginning of Customer's annual
Transportation Agreement. Such a request for FULL STANDBY SERVICE shall
be contingent upon on the ability of the Company to provide such
service without increasing costs to other customers.
Gas
purchased by customer from a third party for transportation under this
Rider shall be commercially clean and dry. Such gas shall be of quality
and BTU content which is comparable to gas purchased by Company.
Service

BALANCING DELIVERIES OF CUSTOMER-OWNED GAS
The
total allowable Bank Balance shall be limited to an amount which is
equal to ten times the Customer's highest average daily usage during
any of the most recent 12 monthly billing periods. Any balance in
excess of the Allowable Bank Balance shall be referred to as Excess
Bank. Any Excess Bank balance held by the Company in excess of 45 days
shall be forfeited to the Company and may not be carried over
subsequent days or billing periods.
(a) FULL STANDBY CUSTOMERS
When,
during any billing period, the amount of gas delivered to the Company
for the Customer exceeds the quantities of gas used by the Customer, a
positive Bank Balance is created or increased. When, during any billing
period, the amount of gas used by the Customer exceeds the amount of
gas delivered to the Company, the Customers positive Bank Balance shall
be utilized and the Bank Balance shall be reduced. The Bank Balance
shall be determined each month at the end of the billing period. The
Bank Balance shall consist of the amounts added or subtracted during
the billing period plus any amount carried over from the previous
billing period. Customers may not have negative Bank Balances. When a
Customer uses more gas during a billing period than the amount of gas
delivered to the Company for the Customer plus the Bank Balance carried
over from the previous billing period, the difference is assumed to be
Company supplied gas consumed during the billing period.
(b) FIRM TRANSPORTATION ONLY or PARTIAL STANDBY
On
any day when the amount of gas delivered to the Company for the
Customer exceeds the quantities of gas used by the Customer, a positive
Bank Balance is created or increased. The order of deliveries to
Customer on any day shall be: (1) gas delivered to the Company for the
Customer; (2) gas from Customer's Bank Balance, if available; (3)
STANDBY SERVICE, if applicable; and (4) Unauthorized Use. Gas is not
available from a Customer's Bank Balance if that balance is less than
or equal to zero. Gas is not available from a Customer's Bank Balance
on Critical Days. The Bank Balance shall be determined at the end of
each day. The Bank Balance shall consist of the amounts added or
subtracted during the day plus any amount carried over from the
previous day.
